Just click on the support button on the bar on top next to discussions. Create a ticket, choose other. Make the title about changing region and I guess you would need to show proof that your steam region is what you want it to change to and they should be able to do it.

When i wanted to change the region it took me less than a day, took around 5 hours to reply asking they wanted proof screenshot of the steam region, and a few hours after that they changed it to it.
