Steam forbids sending gifts if the price difference is more than 10%.
You can buy a key (be careful, some keys may also be limited by activation region) or ask the winner to give their consent to delete giveaway. Then create a ticket in support.

It's not to a different country per se, just one with a regional pricing difference too high. Due to some silly laws in Europe (IIRC), Steam cannot simply say "hey, the price we listed applies only to your region, but if you want to gift to someone in X, you'll have to pay Y". It might be partially also a holdover from the days where you could buy games for your inventory, though that could be easily worked around.
Use SteamDB next time to select regions for your giveaway next time you plan on doing a direct gift rather than a key.

I understand, that's a great way to handle with this situation.
I live in Brazil, here the games are expensive, but not to much, so sometimes i can buy some games.
If they used the dolar price, it would be impossible to buy.

So the particular message you got was from Steam preventing you sending a gift. As others have said, it's because Steam no longer allows you to gift to a region where the price is more than 10% equivalent to what you pay. In addition to this, there have been reports that Steam may eventually block you from gifting entirely if they decide you are a trader (i.e. if you continually add new 'friends' and gift to them).
For these reasons, most prefer to give away using keys bought from other (preferably reputable) sites. You can find these on ITAD or ggdeals. You still have to deal with region restrictions though - obviously you can just restrict to your own region, at least until you get more confidence - or if you buy a bundle look out for posts in deals as they nearly always list restrictions.

You can ask the winner if they agree to delete the giveaway due to regional price restrictions.
If they agree to that, then you can delete the giveaway, and don't send gifts through Steam, just do keys, it's less likely to be an issue that way.
