You either send the game that the giveaway was for or it is marked as not received. If you send the person a different game, and they mark it as received, then both of you are in violation of the rules. You for not sending the game the giveaway was for, and them for lying about receiving the game (or conversely, just them for having a game marked as received but not activating it on their account)

It's not permanent. If you buy the game later and give them to winner, they should switch it to received after they got the game from you. Unless they got the game elsewhere in the meantime and you were too late.

I have a giveaway ended more than 1 week ago.
some winners didn't receive the gift because
I was stupid didn't buy all games immediately
when it got crazy discount.
if I make a deal with the winner (gift with other game)
and he agreed, is it still possible to change
the 'gift not received' status to 'gift received'?
