It just depends on your lifestyle, I'm lazy so I buy a bunch - or top up sometimes - during a sale and then not have to move bulky toilet paper packs for half a year. That's the main reason for me anyway. I haven't bought any toilet paper since this frenzy and glad I didn't need to, not that we're going to run out of it in Canada.

In Finland it took them an extra shift on Monday at paper mills to produce all the paper hoarded by people on Fri-Sun. If we run out of paper in countries filled with mainly forests then there is something far worse wrong.
I buy mine in 6-packs that last about a month for me. Also because my butt deserves the best quality, there was always plenty left while the cheap sandpapers were hoarded.

It's just a logistics issue, so it would affect you there too if Finns weren't so level headed. Australia started this toilet paper hoarding phenomenon and it produces most of its own toilet paper (and a lot of the Asian stuff is made with Australian woodchips), so manufacture isn't the issue but storage and transportation. A dozen panicked people can quickly clear out all of the shelf space that is allocated. The supermarket can restock the shelf but they can only store so much on-site. I have similar toilet paper philosophy and usage as you but there has been literally no toilet paper on my supermarket shelf every time I've been there in the last three weeks.

There are no logistics issues as the paper mills can supply 1 hoard worth of paper every day and it will be the hoarders who will run out of space first at home to store 100 years worth. Like I said shelves were empty on the weekend a week ago but full again on Monday as soon as paper workers went back to work and put in an extra shift. Your supermarkets must be quite small if dozen people can clear their supply out, but then again I'm always thinking of hypermarkets of 10k-50k m^2 :)
Finland is a major producer of paper and paperboard, and accounts for a large percentage of the world export market (10.7%).
Also our main producer is #4 biggest in the world so they should never face problems of providing enough for our 5 million people even if the next pandemic will be a stomach based one.

Yeah, most of our supermarkets are relatively small and distributed throughout the suburbs. They are essentially just big enough and numerous enough to drive independent corner stores, delicatessens and greengrocers out of business.

There's a supermarket in my block so I've gotten used to just buying stuff for the week, it's less than 50m from my front door.
Also over here supermarkets limited the amount of toilet paper, hand sanitizer, etc. per person pretty much as soon as the panic buying started. So you can get toilet paper no problem, prices went up tho.

See, this is exactly what I've been thinking. Before all of this I never even considered that there are people who actually only go to buy more toilet paper when they are on their last roll, seems like madness and a risk I'm not willing to take!
