It includes everything you want including frames (not sure what popular stuff you're talking about though)
$80. It can be a standalone editor so no need for photoshop. I liked this one because it's a easy and quick fix for effects that would take me 30minutes or more to replicate.

Hey, SG community!
Can somebody recommend any instagram-like (filters and effects wise) photo editor for PC?
So, looking for a very basic photo editor, basically just to apply some filters and effects, maybe some blurring, frames and all that popular stuff. There are tons of apps for Android and iOS (Camera 360 is the one I'm using), but cant seem to find a lot of PC based programs. It doesnt even need to be free, I'll gladly drop a few dimes to the devs, if I end up using their product.
And please, none of that online stuff. I want to work with my photos locally.
