As far as I can see, they want to charge your money back, so you can buy an uncut version in your country's Steamstore. That will be an uncut version then.

it's Valve's fault for not implementing a proper age verification.
If they did this, you would be able to buy uncensored games in Germany, too.

it's forbidden to sell uncensored games to minors in Germany, so yes, it's "politics" is part of the problem.
And if you want to sell uncensored games, you have to verify the age of the buyer (owning a credit card is not enough proof). So Valve is also part of the problem.
Trust me on this, I have talked with the authorities about this matter (Bundesprüfstelle).

As I already learned before, my "adventures" with supports are going through a very bumpy road of confusion and not understanding things. Once again I have problem with understanding the reply and would be thankful for some help.
Basically the thing I have problems understanding is " We can credit you for your purchase and you can re-purchase it once you are in your native country. Please let us know how you would like to proceed."
Question was about DE version of game (can I play it in other language/country and if not what to do with it)
