A 90 days start/playlock only happens if the game is configured as "prohibitrunincountries", which is usually shown in the app information on SteamDB (e.g. Wolfenstein: The Old Blood).
Dying Light isn't restricted like that. If Nuuvem offers a ROW version, you wouldn't even need VPN to activate.

I am asking myself if a copy bought from Nuuvem would be playable without a VPN from a german steam client?
Games from Nuuvem are southamerican keys with region lock as I know but would also do a start/playlock kick in?
Maybe someone can help with it.
