Mechanically Civ games have councils for the United Nations diplomatic win condition, I don't know if that counts for you.
Endless Space 2 has a Senate - "The Senate is an empire's governing body, and allows players to pass laws related to Political Parties that have gained enough representation in your Empire."

Urban Empire has a town council, with political parties one needs to get approval from when e.g. wanting to create a new district, as can be seen in the 4th screenshot. (And as someone who played various tycoon and sim games, I've been enjoying this game so far, despite them negative reviews.)
And if you count "company board" as a sort of council, there are e.g. Football manager games, where one can get fired for poor performance (without it meaning game over as such).

King of Dragon Pass has a council of advisers that the player has some influence over. These advisers in turn have influence over the capabilities of your people, leading trade missions, raiding parties, and such.
The Shrouded Isle also has a council of advisers representing the major families of your village. They will assist in their appointed duties, but you must choose one to sacrifice each season.

i mean.. lore-wise Darksiders 1 and 2 have the Charred Council but it's in there as a story piece not as a game mechanic

I mean, literally the Dragon Age games.
You have the Exalted Council which is a group of nobles from Orlais & Fereldan.
You got the War Council in Dragon Age Inqusition.
You even got the council of Greywardens through all 3 games mentioned constantly. {Almost to the point of hating it}

-Knights of honor have various council slots, however its not fixed, you can decide to have an all-merchant council or one of knights or spymasters or a mix. there no limit to positions like say crusader kings that have only one marshal on the council (and that's another game example).
