I don't think so, I'm pretty sure there is no such restriction. For one there is a big hole in that premise: it's entirely possible for more than 1 person who uses Steamgifts to reside in the same 'home'. What if 2 or more family members have separate Steam accounts but share an internet connection? Or what if you are living in an apartment where there is a shared internet connection and your neighbor uses Steamgifts too?

can i use a public computer to login steam gifts and enter giveaways? does a ban apply if someone else has logged in to the same computer before and entered in giveaways? Bottom line: should i just use my personal computer?
