Yup, I can confirm one of your insights. I'm 7 lvl, I saw number of votes and I voted for highest lvl with the most likely chance of winning but I still wanted participate in GA. Moreover as you said first levels are too easy to get so 6 lvl is fine in this case.

It'd be interesting to see what people would have chosen if they couldn't see the existing results. A Level 5 that looked at the existing votes would be most likely to vote for Level 4 because there was no chance of Level 5 getting more votes than Level 6.

I voted for my own level, 5. I did not care if that did not win.
That is a nice insight you have there. It parallels the U.S.' presidential primaries, or maybe all elections.

tried to "redirect" a few hits, here in Discussions, with those 50x gibs featured on top. and, despite the numbers (4-5000 entries) ...no luck, at all.
biggest part of SG is there, not here. there's more than enough to win a game just clicking around. so, imo, you come here if you need something "more", or if you want to say something, share an idea, meet people and so on.
still, i've noticed a bunch of "very fresh and new sgifters" participating here around, and that, imo, is a good sign.
so, i like the fact you've made your gibs public.

I wasn't around to see how the voting trended over time, but clearly it became an obvious 2 horse race at some point, so voting for anything other than those 2 options would have been a wasted vote. It would be really interesting to see how differently a blind ballot would have turned out.

I'm still a little uncertain why it's seen as so easy to get to levels 6 and above. With the vast number of games that have now been bundled and have fallen in sale value, and hence the associated drop in CV, it would appear that the golden era for ranking up has passed. Or am I misunderstanding the sure fire way to rank up fast?

Well, here we all are. As promised, now that Part 1 is over and for the most part we had a near tie (within 2 votes) of Level 4 and 6. I thought about what to do and in the real world votes would probably be recounted or something. But, since this is Steamgifts, I will just make two giveaways. The giveaways are: Level 4 = Injustice 2 and Level 6 = Into the Breach
I will not be providing a thesis or dissertation on the results. But simply put, as many other users put it: Level 0's despite being the vast majority are not necessarily active users nor are they active in the forums. To put it eloquently, from a previous discussion created by ertitoagus, AllTracTurbo made the following comment:
The results are interesting. You would think according to the statistics, there should be a lot of low level users, but maybe they just don't frequent the discussions as much. You would think nobody would vote higher than their own level because they wouldn't be able to enter the giveaway (there are probably some lower level users trolling and voting 10). You would also think there will be a lot of users voting below their own level because they feel the lower level users should have a chance to enter.
All of these things (other than a few troll level 10 votes) would make me think the results should heavily favor the lower levels, but that is not the case. Maybe it is just the combined efforts of the mid and high level users settling on a compromise. Maybe the level 5 and 6 users feel their level is a good place to be because it is too easy to get to level 4 now, so they vote for their level. Then the higher levels know they don't have a good chance of winning if they vote for a higher level and by doing that, they will basically be throwing the vote away and be giving the lower levels a higher chance to win, so they compromise and select level 5 or 6. Plus, a lot of the higher levels may just feel that it's not necessary to restrict it to that high of a level and they feel 5 or 6 is a good place to pick
