Same happened to me. Several unactiveted wins, all DLCs, all false positives. Synching solved the issue.

Unfortunately, that was a temporary solution. Today, I have some false positive unactivated DLCs and some false positive unactivated games (all with limited profile functionality). Synching removed them, but they come back.

I had a problem too and a lot of people blacklisted me because of it

This comment here makes me think it has something to do with the new "Mature Filter" CG implemented, which might mess something up for all users who have this new filter set and have won a mature game from that list in the past.
Might be worthwhile to check this.

I just checked my account and it said I had 1 unactivated win from 8 months ago (Nordlicht, it is a profile features limited game). I synced sgtools and it fixed it.
Edit: I just tried to enter a sgtools giveaway and I was blocked for unactivated wins even though when I check my account, it says all wins are activated. Not sure if it is still messed up or if it takes some time to update after syncing.

I originally tried, synced account again, tried again, went back after an hour and tried again, and just went back after almost 4 hours and tried again. It doesn't matter since it isn't a giveaway I want to enter, I was just curious if I would pass, but it keeps failing.

It seems the problem is caused by profile limited games exclusively

nope, the DLC's are whitelisted as you can't get the ownership without the user session key
not even SteamGifts can get a list of the DLCs/Subs, so that's why you can enter certain giveaways even if you have that title in your account

Interesting. Yesterday, I only had false positive unactivated DLCs, and I can't get a link of a SGTools protected GA, because of this. Now, I have both games (with limited profile) and DLC false positives..

I could only take a quick look at it, but there seems to be two different but related problems here.
On one hand we have the "I get XXX unactivated games flag", which means that something has changed on the steam api part that is no longer reporting those games for the profiles. Will try to look at the steam api to check if they added something related to this.
On the other hand, we have the "refresh sometimes doesn't flag me" issue, that one is SGTools getting rate limited by Steamgifts, as more and more people are checking the unactivated wins on their/other's acounts, which leads to reach the rate limit.
Will try to check for the first one, second one would need CG to add SGTools to a whitelist with higher rate limits

There is heavy caching for all operations that use steamgifts or steam.
That being said, retrieving the first page of the user profile is required for rule checking operations as that's how the user expects it to work (last giveaways should be available asap). There was a time when I cached that data with an expiracy of 10 minutes, and there was a lot of compains and bug reports :)

Just a quick heads up -- yesterday I had a bunch of my GAs ending, and when I checked the winners one of them had many unactivated wins.
So I opened a ticket to ask for a mods' check and a possible reroll... but I closed the SGTools tab, so I reopened it with the user's info to add context to the ticket.... and suddenly the user was all good.
Thought I had a brain mixup (common lately!), closed the ticket, no problem.
Today, when I went to enter a SGTools protected GA, it said I had multiple unactivated wins?!?? I went, whaaaaaaaat???, with all 7 "a"s... synced my account in the SGTools site, reopened the tab, and all was good again.
Since many people use SGTools to gatekeep, blacklist, and ask for rerolls, I thought it would be good to announce this: if your target looks bad, wait a minute and try again, it might be a quick glitch.

Edit: checked myself again now, and the unactivated wins popped up again, then disappeared again. :(
