I think its anyone's game. Assuming money is no object I think they'll both hit 100 when the next batch of cards come out on the same day. I also wouldn't be surprised if valve rewards them for being the lvl leaders.

So he was lagging behind at 99 while 4 others got to 100 before him, looks like he got online and got mad lol, powered up and BAM! now he's level 102
