I guess they convert. I see many stores do this, display the price in local currency, but bill in their standard one, converting it. I see USD prices on IG, so this is what I'd assume, since stores like amazon or Bookdepository do this all the time for me.

No idea why. For me the prices are in USD and Paypal asks for payment in USD even though I'm in a EU country. I don't mind having to pay in USD instead of EUR. Most of the times prices end up better that way. But I agree on the fact the display price and the end price should be the same and using the same currency.
One other possibility might be a third party plugin, you might have installed, doing USD to CAD conversion while on IG so you might want to check that too.
