I dunno if it would work. The whole thing works like this:
Someone puts a game up, it generates points for every user on the site. By doing this, it generates enough points for people to be able to enter giveaways.
If the points weren't generated until after the game was given, points wouldn't be generated enough for people to enter to win the giveaway in the first place.
I say the people who end up being scammers or trolls or whatever just get banned.

if it's reversed and points are given away after the giveaway has ended, it economically will just shut down the giveaways after a long enough period of time. Especially during dry months.
Full on for banning people if they're caught creating giveaways and not gifting games.

Creating multiple accounts from one parent should be easy to spot. You could get a message like this:
Sorry you can no longer create invite codes because 3 of the people you invited violated rules
whenever they try to generate a new account. Plus, they would keep having to drop $30(?) every time in order to make a new Steam account that passes the check.

I don't see how that would make any impact to be completely honest with you. You're talking about not having access to the points temporarily if they do deliver the gift, in which case, it's an obtuse rule. If they don't deliver the gift, remember that it's not always the gifter fault. Sometimes people just don't add you on Steam or check their emails.

People who create giveaways should only receive points for their giveaway after the giveaway is finished and the gift has been confirmed as received. This stops any possible silliness of someone spamming up a bunch of fake giveaways, using them to win a giveaway and then never giving any gifts.
