The bug is with Steam, really. If you visit the game's store page, Steam won't have the green bar saying you own it. At least for me.

Interesting, because it is listed in "My Games" on my profile.

Yup. P:BE giveaways will allow me to enter, even though I already own the game :(

I reported this to Steam Support a while back, this was their response:

We are aware of the problem and are investigating the issue further.*

I'm not expecting anything. It is more of an annoyance than anything else, so I can live with it. I just filtered it out here and forgot about it. I hope this "bug" is not too much for them.
