I won 7th Guest & 11th Hour Bundle but activating the code I only got 7th Guest, I have to confirm the GA or not?

Delete the link to the giveaway, it might be considered as 'calling our'.

Contact the giveaway creator and ask for 11th Hour. If it is not provided within 7 days, mark as not received.

you should be. It's calling out a user for breaking site rules (Misleading GA as you said), and calling out any rule-breaking is suspendable.

you didn't receive everything that was offered. if GA creator wanted to give a key for 7th guest only he could make a GA for 7th guest only. He did for a bundle and he's bound to provide you a bundle. If you don't get the 2nd game mark as not received, otherwise you risk getting suspended for "not activating" yourself.
