I ran HL2 for the cards once, but you don't get any achievements from just having it running without playing, & yours wasn't even open...maybe it just randomly started in the background...

Eh. Hacker might not be locking you out because that will immediately alarm you. So he/she/it might believe that the longer it takes for you to find out, the longer he has access to the games you own. If it works for botnets, it can work for other scenarios too right ?
Of course random stuff popping up anyway kind of ruins that tactic.
But yeah, if you're the only one with physical access to your machine, you may want to do the usual password change etc.

my best guess is a friend pranking you, if they ever had access to your computer to be able to install software for remoting in.
my second best guess is you're trolling.
third is someone in your house is more adept at computers than you realize.
fourth is you have a serious memory problem.
fifth is hacked.
and sixsixsixth is what practically everyone else is saying: ghosts or hyperintelligent (demon) cats (you have to play through a decent amount of the game to get the two mentioned achieves).

Once after playing a game on steam - I believe it was Civilization IV - I quit game and left steam running as usual. It was friday, I had computer running for a night download, on saturday I did some side job for the whole day, was too tired to play, so I just watched a movie, left computer on for another night. On sunday I was working till late evening and when I finished, I wanted to play and then I noticed steam still showing I'm in game.
It turned out I scored 40h of gameplay just because game didn't quit correctly and left zombie process running.

Today i downloaded hl2 and after that i went outside (the game was not open)
When i came back i saw that 2 hl2 trading cards droppped and i had 2 avchiments and a 50 minutes play time.
Can somebody explain this? Am i hacked? :o
