I'm pretty sure they don't refund you if you alraedy played the game. But if you did not play the game yet and you are in the EU you can ask for a refund, because EU law override Steams ToS. However, this depends on the quality of the support bot.
Also you can always refund preorders. Also you can always ask them to delete a game from your library (without a chargeback ofc).

Yeah but support is full of dense morons. Getting help is like rolling the dice, it's absolutely random.
I once had a convo with "Jerome" as I wanted to get rid of a broken game ("cancel a game subscription" in the words of their ToS) and I had to repeat myself about 5 times, that I don't want any money, I just want this broken game to be removed from my library.
If you've ever heard the term bastard operator from hell, this is the customer support guy version.
They do their best, that you don't come back and bother them again, ever.

It depends, which country are you from ? If you're from EU you can just quote the law and they'll do it. They won't restore the gift, maybe just refund your steam wallet.

I don't know the priorities but does something in Steam ToS somehow override European Union law? For any reason. Most people would just never take it to court, because, well, that would cost way more than it'd be worth.
