Not if it's a public giveaway. Only with private ones, and you should talk to a moderator to confirm the rules :)

I think if you make it a private giveaway, you can do it however you want. Make it private, then make a post here in the forums with your rules. That way, you can check their steam profile to see if they meet the requirements and then send them the link to your private GA. I've seen others do it in the past.
