you should read the ToU better, i'm no expert but this is what i got from it...
it doesn't actually state that you cannot give parts of the bundle away as long as you don't make copies of the application or use it for unlawful means.
it does say, however, that your account for your personal use.
"If you have an Account (described below) you may purchase Applications which are available through the System. You may access the relevant Application through the use of your Account while that Application remains available on the System. This does not permit you to make copies of the Application and your use of an Application is also subject to any licence terms included with the Application."
Regardless he should follow steam gifts giveaway rules (games that are in current bundles cant be given away regardless of where its from)

Please do not submit games from bundles while they are on sale to avoid confusion. These giveaways are subject to immediate removal. Members may only submit unused, giftable links of the bundle. Accounts that habitually violate this policy may be suspended until further notice.
