I think there was a bit of misunderstanding in your ticket. It is true when a giveaway is wrongly region locked, creator should 1) find replacement key 2) accept not received feedback or 3) ask if winner agrees to the deletion.
At the same time it's not allowed to forward won games to other people:

Hello, I just wanted to let you know that even if you personally do not mind someone giving your keys to someone else, it is still against our site rules like MSKOTOR said above. I'll quote the relevant bit again:

While it is important to have proper region-restrictions set on your giveaway, a winner who can't redeem should not regift a key they can't redeem. In situations like this the winner's responsibility is always to return the key to the giveaway creator so they could make a new giveaway with proper region-restrictions.
When the giveaway is deleted, it's no longer visible on the winner's profile. Creator loses one giveaway slot. Those are basically the only "effects" of deleting a giveaway.
