Winner should not be forced to use VPN to activate games. Even if change is very slim, that Steam support will react to that. Also I do think that activation of non-PL version won't give winner PL audio and subtitles.

It is not in general possible to re-roll giveaway that did not have proper regional restrictions. As chance is high that game will end with winner, that will also not be able to activate it.
