Its Steam key or in-game key?
Afaik, you need to download the game first, then you can add the key (Activate a product on Steam).
Hmmm, this DLC was in bundle? Just interesting where to get it
If you have to download the game and activate the key inside it (in-game key), then it's against the rules. You can activate Steam keys without downloading the games.
