A more detailed explanation? i dont understand how they got it from the comments in the giveaway

There were no hints at all to use ascii code, and no reason at all to assume that the longitude numbers were actually hex. (I guess I could have noticed they were all ascii printable characters? But that's just such a... idk, reaching a bit.) Ah well, guess it's something to keep in mind for future puzzles.

I created a private giveaway that nobody is likely to win so instead of cancelling it I thought I'd give everyone another chance.

The giveaway closes in about a day so don't take too long.
Clue: Don't think too laterally.
Edit: a different site to the one I used is giving a different result for the one in Tajikistan so you might need to add 1 to it
Edit: Google seems to think Khasar is in Afghanistan. Wow it updates fast these days. Anyway, their one works too.
