Do you have a paypal account or card saved on steam?
I had something like this happening to me a while ago and what fixed it for me was to unsave my paypal and then try again.

I got the same error the other day trying to buy a bundle. My guess is that there was shenanigans involved with regional pricing which caused the error.
At the time it was deeply discounted with something over 90% (maybe a price bug?). Someone suggested I add another game to the cart, but still couldn't finish the purchase no matter what.
So question is, what are you trying to buy that is failing?

I've had exact issue... the problem was:
My credit cards stored address not matching the address I typed in the CC info screen. [its not printed on my card after all].
Example:
Dr
Dr.
Drive
Steam is the ONLY store I shop at that capitialization and punchuation mattered for cc info.

I have the same problem.No matter if I use my wallet or my PayPal - neither works.
EDIT: The cause was the Realms of Arkania Ultimate Bundle (-90%). I'm only missing the first three games and it didn't work. I have to buy the games separately and it works.

Removed " Stranga Bundle" from the basket and suddenly I could buy the remaining games.

This issue actually relates to a pricing policy that Steam put in place back in August 2023 (https://steamcommunity.com/groups/steamworks/announcements/detail/3700310527377680732). The new lowest discount price can't go below $0.49 (or the equivalent in regional currency), this includes bundle discounts. So if a game/dlc is on sale for $0.49 and you try to buy it in a bundle you'll get that error message because the price for that game/dlc goes below the allowed threshold.

I'm trying to complete a purchase in Steam store but it doesn't work. I get the following message:
"There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."
Anybody else experiencing this right now or is it just me?
