It's not really free, you had to pay for something else so you paid X$ for 2 games including this one ;)
As long as game was not available in some massive free promo it's fine to give it away. If it's in drop-down menu whn creating GA you're free to give it away ;)

I bought Verdun from Indiegala store and they gave me a free key of "Between Me and The Night", which I was thinking giving away here because I don't like these kind of games. I'm not sure if this game would be considered a free game on Steamgifts, since "Beta keys, guest passes, coupons, and free games should not be given away."
