I would say that you need to look some developers that you are interested in and go from there. I live in Seattle and know that Valve is extremely selective in terms of the requirements it has for candidates, and I assume other big names are as well. That being said, it may be good to start with a smaller developer for experience before applying to one of the big players, maybe you could find a game developer forum and ask whether people know of any smaller developers in your area/country?
