Why is PC better than Console?

Well I have a laptop Dual-Core Celeron 1.6GHz, 4GB RAM, Intel HD Grpahics (1.6GB integrated video memory). Yes. It is a really bad laptop but I'm suprised that it can run a few good games. I also have an Xbox 360 Slim. I have much more games on my console but I'm interested on knowing what you guys think of PC gaming vs. Console gaming. What do you guys think of the difference between the graphics. Why do you guys say that PC is better than console? I can't really get a vote on which is better since I have a very bad computer and the "good" games I run are on lowest and some have to be played windowed.

Mods. Almost any PC game has the potential to be modded, some even have modding tools supplied by the developers who actively encourage people to mod their games.

You can't do that with console games, what you see is what you get.
