You need Dark Heavens (which, in turn, needs Deck Pack 2). The Foil Conversion just means rare and uncommon cards are made super-shiny and glow like they got hit with a neutron bomb. To do that, you kind of need those cards to begin with.

maybe you have to buy this: Magic 2012 Full Deck “Dark Heavens” to have the base game?
