Apparently a lot of people use credit cards to purchase stuff on Steam so the transaction fees often were more than those games cost.
Now Customized bundles are all the rage for cheap trading card supplies as royalatog pointed out above. The cheapest I've seen was 0,05 € per game :D

I don't exactly remember who it was, but a dev recently said that Valve basically forbid them from pricing products under a certain treshold (that's probably $0.49).
But apparently, some of them are circumventing this restriction with the new bundle mechanic, and sometimes with regional pricing (some games priced $0.49 in USA might be half of that in the EU).
