If the game has full CV value here on SG you'd receive the full CV towards your SG account leveling up. So in this case you would get $35 as that game currently offers full CV, it goes by the whole price on Steam, not the sales price.

Games can offer full CV, reduced CV, as well as no CV depending on the game. You can find all about Contributor Value in the FAQ

Depends on a discount on steam.. if it's more than ~93% it can get Reduced CV. Up to 90% discount is all good if the game hasn't been bundled before or something like that.

If you are gifting directly from Steam there are 2 additional considerations: you can't gift to a region where the base price is > 10% (you would likely have to region restrict it to Russia); and be mindful of how long the discount is for since the winner has 7 days to redeem.

edit: seems to be more a "real game" so I guess don't worry about what I said but still seems strange that after 3 months of no giveaways you are asking about a nearly new game - might I ask how or where you got the key (just wondering) but yes if it is not stared you get full value
