They don't need to be on your list. You go to your gift section, click send gift, put in their email address, and send it.

On top of any page at steam gifts click on the arrow next to Giveaways and select "View Created". From there, you'll see your giveaway and will be able to reveal the winner's email. After you send the email with the gift, click sent.
