If you try adding a key to your account when the key is already taken, you're given the option to send an email to the account that owns it. So yeah, it's possible.

After three tries it will continue to say the key is invalid even if it's correct. You may have gotten it right. :P

I tried many three-string backwards/forward combinations as well. :P

what if you accidentally activated an unsold game and it got your account banned for stealing. you guys should rethink the randomized key giveaways. also if you try to many random keys steam thinks your trying to hit the game lottery and will look into your account.

Steam doesn't deliver keys so they have no way of knowing whether or not a key has been sold or not by another distributor. They only know which can be activated and if they have been already.

If you do have this happen, the developer/publisher typically just gives you a new key. If they were in a bad mood they may shoot an e-mail to invalidate the previous key.
