There are third party programs (so called "game boosters") which have been available since long time now that promise to do the same. And as far as I know they don't really make a noticeable difference, maybe 1-3 frames boost on some PCs and on some games, if that.
I think Microsofts game booster isn't going to be any better than the third party ones, that is it's going to be near-useless.

I think they may be able to do a slightly better job, since they actually build the OS. But the difference won't be huge. Where other programs gave 2 fps, they might give 3 or 4. I don't expect anything more then that...

I can see this having a big impact when using Direct X particularly. Microsoft can implement and make use of whatever new, undocumented APIs they want, since they own the product.

Well, they could. But they won't, since that would be easily noticeable and it would be a legal nightmare.
I do see them providing a streamlined, lower-level API when in "Gaming Mode".

There are already programs that do exactly that. I assume that Microsoft would be able to make it a bit better (since they build the actual OS), but there won't be a huge difference, if any at all. Only CPU heavy games will benefit from this and honestly, it's usually not the CPU that causes the issues. For most games there will be only a very slight difference.

Open up the task manager -> Right-click on the game process -> Set priority to 'high'

Of course the difference is minimal. Simply trying to save folks ~$20 for "CPU overdrive/Game BOOST" software, as what I wrote above is typically all such programs do.

It's not available yet, but hopefully it'll be good and they make it available for every game and not only for Win 10 store games, although if they do I'm sure people would figure out a way to make it available for every game.
