I know the difference between games and reality, yet some Starcraft cinematics legit caused nightmares for weeks when I was around 10. tell them that's not possible, it's all or nothing. considering all games mean "vac protected games", that's not an option at all unless you want to risk getting your account flagged.

You're confusing two issues here.
1) Share your library.
2) Restrict access.
You do number one on your account. They do number 2 on their account. Number 2 is Family View, which allows your sister to set a pin which is required to access any games not on a list of allowed games. She can allow games from your shared library or not as she wants.
As others have pointed out though you may be VAC banned if his account is VAC banned - even if he is banned unrelated to your shared games. Only share your library with people you trust explicitly to never do anything that can cause them to be VAC banned.

So i changed my PC, and gave the old one to my nephew (9 years old). He made a Steam account with his mother (my sister, we live in the same house), Bought games and stuff, and she asked if i could share games with him. ofc i shared, but after reading about it and seeing it myself, he have now access to all my games.
Id like to give him access to play games like portal, street fighter IV, Dirt, Cities skylines etc. Maybe speak it with my sister with some violent games... but not the most violent games or that have a lot of gore (Hatred, Doom, bulletstorm, prototype) or games that arent for his age (Senran kagura series, akiba strip, ETC.)
I tried family sharing, but it seems he cant play my shared games with his own account, and its a headache to pass the steam guard code when im working.
Any ideas or i missed something?
