Depends on the game and your region.
best bet is to look at steamDB and the fanatical store page for the game and see if you can match up which package it is. If its a previously bundled by fanatical game you can check the SG discussion page for the older bundles to see if it was region locked in them.
Mystery bundles love to toss PRC restricted keys in them, but sometimes you get significantly locked down keys(your only guaranteed to get keys working in your region after all)

What are the exact policies or workings of Fanatical regarding region-locks?
It just happened to me this week that Two (with a possible third still pending) of over 30 keys I have given away couldn't be used by the winners because of a Key problem, not activating in their country.
...funnily enough it was the same key (Eldest souls) in both cases so yeah.
Does anyone has more info about this?
