I doubt he is talking about Steam gifts win. If your friend emailed it or you paid for it in some form ofc you are free to add it to your inventory etc. Its your own stuff.

When you add a game to inventory you can choose to keep it there, send it, trade it or activate for your own account.

I think it goes to your inventory, but I'm not too sure about it.

Thanks to recent updates, now you can choose if you want to add it to your inventory or to your library.

Thats it, when i clicked the link steam says that i already have a copy of that game and offer to put it on the inventory. I think if i doesnt, it will be added to library.
