Well it was 51% vs 49%. Not sure if you can call that democracy, since nearly the same number of people wanted to stay.
I wouldn't argue if it was 70 and 30 or 60 and 40... But the difference is so slight that you can't really call it "people's will"

Well, it seems they will be bound to the general result. And even if they obtain independence, they'll be going out of the EU as a whole, and given the opportunity to rejoin as a new state.
