CG is working on enabling region restricted gifting, can't you all just wait till it is implemented?
As of now this ga is still against the rules, better delete it and check the FAQ.
No dude, I have no idea were you got this weird idea, just read the site rules and you will understand:
"Gifts should be region free, and available to all users."
See? as of now, region restricted giveaways are AGAINST the rules. And if you use your brain a little you can even understand why... If I win the gift and can't activate it in my account cos of region restriction then I'll violate myselft another rule of the site:
"Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold."
Tbh the ones I reported were deleted, dunno why you keep saying the rules have changed, they are still the same, you can check by yourself. Also there's a new thread by CG announcing that he will soon allow region locked gift by implementing a new method of creating ga, but atm they are still against the rules.

In that case you should mark as not received. At stated before, region locked giveaways should not be created, because they can't be reliably activated. CG and the SG team are working on some new features that will allow such giveaways in the future. For now though, when you see a description like that, just inform the user about the rules, restrain yourself from entering the giveaway and report the creator with a ticket - he will not be banned, but improper giveaway will be deleted.

You cannot create giveaways for region restricted gifts. It's against the rules and you might the suspended. You'd better take it down, sorry.
