I would say 0 or even -50 :P

The points are based on the non-sale price of games on Steam, with a max. of 50 points.

This game is one of several games that are put on Steam for 195 euro. People then buy keys for them for a few cents/rubles and use it pump the value of their (new) Steam account, or easily gain levels here on SG.

In his case the game has been reduced to 0CV here so it doesn't do anything for the gifter, but new games keep getting published on Steam to do this same trick.

You could say it is for SteamGifts and other sites that rely on the value of games and accounts to work, and prevent spamming and scamming.

Not sure if it's anything against Steam's rules. There are some other scams that do get games delisted there but I'm sure if games like these ever do.
