Don't put too much thought into levels. There is some vague mysticism around the levelling system on the site among newcomers, but it is just a number, nothing more. It won't open any magical lands. If you want to give games, it will climb naturally anyway, if you want to win games, then scroll down this page to see how many giveaways were created for higher levels in the past six years.
For future reference: if it is less than a week old, then maybe the winner marked it prematurely. It is an error many make. Ask them what happened or wait for that giveaway to be one week old.
Oh, you will be out of words on public ones long enough. But don't put too much effort into it, many of these simple thanks messages are automated and no human interaction is behind them. Also, there can be a TON of them:
