Is this even a DLC? I checked the Steam page for it, and it looks like a full game. Did it used to be a DLC for a game before, and then become a full release (yet kept the DLC banner on the image) later on?

According to Steamdb it's DLC and must own the parent app to purchase but for some odd reason it shows up on Steamgifts even if you don't have the parent app. Best guess is it's configured incorrectly on the store (perhaps the SDK_NotOwnedByDefault tag being set to Yes?)
