They are different but only the creator knew this and in the two giveaways he made everything, including the description, identical. A 2x gift would serve exactly the same purpose. The creator could then decide which winner would receive which bundle, which is actually the same he is doing right now. Nobody knows nor cares which winner receives what, as long as both get the contents of the stated giveaway. TL;DR: I understand your argument but it doesn't have anything to do with making 2x or not.

EDIT: Example. I made a 5x gift giveaway last month with 4 gifts and a key bundle. Out of the five winners I randomly selected one to receive the key and sent gifts to the rest. Why should I have made one 4x and one 1x giveaway instead? That'd just be pointless.
