I think it's complicated to filter, but not difficult.

What I'd recommend is either joining groups that do this, form yourself or only do Whitelist giveaways for people you can clearly see they play the games they win.

There might still be people that play their games with 5000 games in their library, but there's very few in between.

Maybe you should consider offer extra games to friends, cause if you want games not be idled or taking dust, steamgifts isn't good place for you.

It won't do everything you are asking for, but the simplest way to cut down on bots and leechers in public GAs is to set a higher level. You'll never completely avoid them, but they drop off significantly once you raise the minimum entry level to 4 or 5.

I also like making giveaways for the "Play A Game You Won On Steamgifts" monthly events. Since people need to beat at least one of their prevoius wins before they can enter, you know there's a chance that they'll actually play the games you giveaway.

Everything you described has already been solved years ago by groups. SG public giveaways have always been leechers paradise so I don't know what you were expecting. Just join some groups and make GAs there instead if you want filtered winners.

SGTools can do a lot of what you're looking for. It can filter users by the number of games in their library, how many games they've won on SG, their ratio of gifted/won games, etc. You can post invite-only GAs protected by SGTools on these discussion boards. Optionally, you can add a request for the winner to play the game within a certain time period in the description, maybe with a warning that they might get blacklisted if they don't.

Another option is to join groups such as Playing Appreciated and Playing Matters which impose a requirement for the winners to play their wins. A few other groups allow you to add a "Play your win" rule in the GA description but I don't know how strictly this is enforced. Two groups that I know of with this option are Quality Games Giveaways and Masafor Group of Friends.

The Unlucky-7 group is another good option for gifting. It allows you to limit your GAs to users with fewer than 8 wins. These users tend to have relatively small libraries and are therefore more likely to appreciate and play their wins.

I would steer clear of most other private groups. Many of them are dominated by long-time game collectors with massive libraries.

Your last option, which is probably the best one but the most time-consuming, is to build up a whitelist of people who you trust. You can find WL candidates through the "Play A Game You Won On Steamgifts" monthly events, via the PA and PM groups or just by stumbling across good users on these boards.
