It was in a bundle, non-steam.
Everyone got steam keys.

Mostly it's people breaking Humble Bundle terms and giving away the Steam code. Bonus points if they made a giveaway for that bundle in the past, sent only the basic Steam key, and now the winner of that bundle won't get Cortex Command, even though he should. (And the gifter can comfortably play all of the games using their DRM-free versions. Yay.)

Why is everyone and their mom gifting it? From what ive seen people gift 10 dollar games or less unless they are feeling really friendly, but rarely are this many 20 dollar games donated. What is going on?
