I'm sorry if it is a dumb question, but can I enter if I have some of the Far Cry games on my Uplay account but i don't own any on Steam?

Well, honestly I wouldn't have even known if you didn't ask, I can really only see the winner's steam library :P -- And, as I understand, I can't exclude anybody from entering if the little button up there says you can enter; I could probably only request a re-roll if you owned all of the included games on steam (which it sounds like you don't).

Really, it's up to you. Personally, I'd say go ahead and enter, particularly if you're still planning to play the games on Steam -- In the end, I just want to maximize the likelihood that the winner will actually play the games while simultaneously minimizing the number of keys that get wasted! Thanks for asking!

It's entirely up to you, the giveaway creator.

"In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner."
