It's actually even weirder than it seems at first glance. The game is really called "Smuggle Truck", in which you smuggle illegal immigrants across the border. That version got rejected by Apple and Valve for obvious reasons. So, they replaced the immigrants with cute little animals and changed the name to "Snuggle Truck" in order to sell it on the app store and Steam.
